Town of Comox Development Process Review ReportClient: Town of Comox Date: January 3, 2023 Location: Town of Comox, British Columbia Bluerock’s Role: Jonathan Schmidt was one of the lead authors for the Development Process Review Report and assisted with community engagement. Bluerock in partnership with Rynic Solutions and John Watson Consulting undertook a comprehensive review of the Town’s development approval process. This included stakeholder engagement with interviews and surveys to understand the approvals experience from an applicant’s perspective. Following a detailed analysis of the engagement results, application data, staffing and resources data, and best practices the team created a comprehensive recommendations report for consideration of Council and administration. The Report was adopted by Council and is now being implemented by administration. This report provides 16 development process recommendations grounded in principles of efficiency, effectiveness, and accountability that enable measurable benefits for both the Town of Comox and those who interact with the development process. If fully implemented, the Town of Comox would establish itself as a leader on Vancouver Island not only with respect to application processes, but also community development leadership.
