M.D. of Bighorn Land Use BylawClient: M.D. of Bighorn Date: 2025-2026 Location: M.D. of Bighorn, AB Bluerock’s Role: Prime consultant and project lead for the Land Use Bylaw overhaul. Bluerock Planning led a strong team of consultants including TableTalk Engagement, V3 Company of Canada, Rynic, and Selkirk Planning & Design in completing a comprehensive overhaul of the M.D.’s Land Use Bylaw. The project included reviewing all land use districts, specific use regulations, general regulations and the M.D.’s approval process. The project team completed three rounds of engagement, including 12 open houses, coffee chats, and three citizen surveys and three What We Heard Reports. Bluerock’s team went above and beyond on this project, taking extensive drone images to understand the local landscape, creating professional promotional videos for engagement events, and developing a fully interactive LUB document PDF that acts like any webpage with navigational links and links to each defined term, table, section and figure. The MD’s new Land Use Bylaw adds much-needed housing opportunities, business development, clarity on regulations, streamlining of the approval process, reduction of the number of land use districts, and improved regulatory consistency across the M.D. One of the major challenges was improving regulatory consistency while respecting the unique character across the M.D.’s hamlets and rural areas.
